Blockchain in the Public sector : Pulling the Rug from under the Leviathan’s feet ?
Despite decades of efforts, digital innovation of the public sector appears to remain slow compared to other organizations. The latest fashion of digital innovation is blockchains, which appear to be more grounded than other IT trends into specific jurisdictions and regulatory environments. The reason for this is that what blockchains bring about is the capacity to authenticate records without relying on specific guarantors. In this sense, blockchains overlap with one of the traditional functions of bureaucracies. This encounter may lead to both collisions and new alliances. Comparing and contrasting cases may help to ponder when it makes sense to use distributed ledgers for the public interest.

Gianluca joined the group of Management Information Systems at the School of Business of University College Dublin in June 2012. Previously he worked as Assistant Professor in Geo-Information and Organization at the Department of Urban and Regional Planning and Geo-Information Management, Faculty of Geo-Information Science and Earth Observation, University of Twente, Netherlands. He received his Ph.D. in Information Systems and Organization from the Sociology department of the University of Trento, with a research on telemedicine in the Amazon developed also at STS Cornell, Sociology of Binghamton University New York, and School of International Service of American University in Washingt
